  • Are there regulations about posting garage/lawn sale signs?
    Do you have a yard sale planned for the near future?
    The Town of Gilbert Code Enforcement Department reminds residents there are a few regulations you need to follow.
    Signs advertising and directing people to your yard sales are permitted, but no signs may be attached to utility poles or street signs, or placed in the medians of streets.
    The best recommendation is to place a sign on a box and place the box off to the side of the sidewalk.  Be sure it doesn't obscure traffic and is not on the sidewalk or in the street.  You can weigh the box down with a rock to insure it doesn't blow away.
    Signs must be taken in at the end of the day and may not be left out overnight.  These regulations not only are enforced by the town, but also by your HOA.

  • What is happening with our sidewalk repairs?
    We are working with the Town of Gilbert Neighborhood Services.  The latest on this is that we should hear something by the end of February.  Our goal is to have the sidewalks that need replacement done by June.  This of course is up to the Town!  If you have any comments, please e-mail your representatives using the links from this web site!

  • My lawn be dormant in the winter months?
    The goal of the Neely Farms HOA is to have every property looking the best it can be.  Having a lawn that is brown in the winter months is a preference.  You may have a dormant lawn during the cold weather, but you must be sure that weeds do not take over.  A brown lawn with healthy weeds is a violation and you may receive a letter or violation.  Please think of your neighbors and keep your property looking its best!

  • How often are inspections of property done??
    Inspections are typically done once per week.  The times of these inspections vary from week to week.  If a neighbor complains about a parked car or trailer parked in the evenings, an inspection will be done at the appropriate time to verify this complaint.  Board members will also send in information to the management company about violations.

  • What do I do if my neighbor has a violation?
    If your neighbor has a violation that you would like to report, you can do the following.  Send an e-mail to a board member, or call R&R Property Management.  The violation will be verified, and a notice will be sent to the homeowner.  We encourage involvement by neighbors!

  • What is the process for architectural requests?
    Call R&R Property Management and have them fax or mail to you an architectural change form.  Complete the form and mail all documentation such as photos and drawings to them.  The committee will review the request, and respond within 30 days.  All changes must be approved before construction or installation has begun.  Please don't sign a contract until this is approved!

  • What does the quarterly dues pay for?
    Your quarterly dues pay for the complete management of Neely Farms, landscaping, repairs of common property, inspections and utilities such as power and water in the development.  This modest fee helps to insure your property value by protecting you from such things as unsightly landscaping, or neighbors who decide to park junk cars on their property!  Come to a quarterly meeting and get a taste of what your dues pay for!

  • Can I have Sprint Broadband installed without approval?
    The installation of Sprint Broadband may require a large mast extending above the wall.  The HOA is approving these for installation, but is requesting that you have consideration for your neighbors property and do your best to hide the installation.  Use the form on this web site to apply for approval.

  • My neighbor has a backyard that is awful, what can I do?
    The HOA is unable to govern backyards.  It is up to you to contact your neighbor with concerns.  The Town of Gilbert neighborhood services can help you in settling your dispute. Look on their web site for more information.  In the event the backyard is becoming a health issue, you may want to contact Code Enforcement or Neighborhood Services.

  • Can I park a commercial vehicle at my property?
    The easiest way to answer this is to look at the Town of Gilbert Code.  Your HOA cannot grant you a variance because the parking of a commercial vehicle is illegal.

  • I have heard the Town does not allow garbage cans to be left out where everyone can see them is that true?
    That is true, Public works has regulations as follows;
    Rollout containers shall not be placed for collection at the curb line before 6:00 p.m. of the day preceding regular collection and shall be removed from the curb by 6:00 a.m. of the day after collection. These receptacles shall be stored and kept, between collection days, in such a manner that they are not readily visible from the street.

  • How long before the pick-up date can uncontained
    trash be set out?
    Uncontained refuse shall not be placed in the public right-of-way or in the alley for pick up prior to the weekend immediately preceding the designated collection week Town of Gilbert Ordinance 1249.

  • Is there a law that people have to clean up after their dogs
    when they are out walking them?
    Yes there is a law on cleaning up after your pet, commonly called a Pooper-Scooper ordinance it is fairly new to the Town and reads as follows:
    Disposal of fecal matter.
    Any person owning, possessing, harboring or having the care, charge, control or custody of any dog shall immediately remove and thereafter dispose of any fecal matter deposited by said dog on public or private property, unless the property owner has given prior approval to use said property for this purpose. For the purpose of this section, dog fecal matter shall be immediately removed by placing said matter in a closed or sealed container and thereafter disposing of it by depositing said matter in a trash receptacle, sanitary disposal unit or other closed or sealed container. This section shall not apply to disabled individuals who, due to their disability, are unable to comply. (Ord. No. 1007, § I, 11-19-96)

  • Can I put a flag pole up and display a flag in my front yard?
    Yes!!  The State of AZ and the Neely Farms HOA have both allowed the display of flags (USA or State of AZ Only!!).  However, it is necessary to get HOA approval if you plan on installing a pole other than one that attaches to your home.  Although we cannot govern the flag itself, we can put restrictions on its height and overall look so as to protect your neighbors!

  • What can I do if a neighbor has a barking dog?
    The best thing you can you can do is  be proactive and read this article.  Barking dogs are very difficult for HOA's to regulate.
